Henri Stein McCartney is a Senior Transportation Planner for Fairfax County where she has led the On-Street Parking Team in curbside parking planning, implementation, and administration since 2018.   Prior to joining the Department of Transportation, she served for 13 years as the Fairfax County regulator overseeing taxicab operators and trespass towing.  In that capacity, she advised private property owners and managers on off-street parking policies, signage, and enforcement matters.

Henri holds a bachelor’s degree in political science from West Virginia State University and a Master of Public Administration from the Schar School of Policy and Government at George Mason University.
